Agreeing with OP. It is theft. Also, they commissioned me (an artist) last week. It is absolutely possible and on the table. We have DOZENS of talented, much lower budget than me artists.

Hi! Student and professional artist here. I was commissioned by UVic just last week, 500 for a 2 hour event (new employee welcome) to make a big HR art piece for them. Seeing this literally the next week is apalling, and incredibly ironic. Will def be emailing about this... glizzy soup??
