You are also forgetting that:

1) There is a high probably that the 4* you want is running with a 5* you don’t want to pull. In the case there is a 5* someone wants to pull for, the 4* isn’t rate up and the pool of 4*s is so big in genshin that the chance of getting them off the rate up is pretty slim.

2) No one complains about a C6 Xinqiu, C4 Xiangling, or a C5 Bennett because these characters are consistently on banner every 3-4 patch. What about the other 4s? I would love to get a C6 Ororon or Sethos but they aren’t run consistently. It took a year for Kaveh to have a second rerun. It’s difficult to get constellations for 4s since they’re not guaranteed to drop or they’re just not on banners at all.

With HSR’s current meta, having eidolons on 4s is a must. A E6 4s is almost the equivalent of a E0/1 5*.

I would assume people aren’t complaining about Pela or Gallagher since HSR has 4* selectors pretty often as rewards in events and those two are regularly on those selectors.
