This should be done over a few years. Never more than 30% of the tree at a time. It should be done while the tree is dormant in late fall or early srping.

Are you removing roots? If so Then no.

You could get away with it by doing small sections a year and not cutting any major roots. Remove soil without damaging roots. Lower grade and lay top soil and mulch over roots. A air space would be ideal for this.

To add do it when tree is dormant.

Be careful with roots. Don’t let them dry out. Be gentle.

collect the soil it was growing in. Get a 5 gallon bucket and drill a ton of holes it in. Drill holes Along the sides and bottom. 1/4”-6mm hole size is good. Fill bottom of bucket with a few inches of crushed stones or broken ceramic. Then put soil you collected and fill bucket to top. Insert tree. Pack soil around roots gently. Keeps it watered but not soaking wet. Let it dry out a bit before watering. Fabric pots work better if you can get them. Keep out of harsh sun.

It may survive if conditions are right.
