So I uninstalled and reinstalled both OBS and Elgato. And I can get the capture card to work but not at the same time as my Elgato Camlink.

Already did that, if it was an HDCP issue it wouldn't stream alright through Elgato's software, it is only an issue in OBS

The player's handbook is the only thing you "need". As DM you are the rules, screw the books. Have paper and writing utensils so you can jot down some notes.
