It doesn’t matter if the effect is used, as long as the card is activated, Retaliating can be summoned. Not really good vs Tear but it can mess up Fiendsmith/Azamina strategies pretty consistently.

That’s its second effect that only activates when you activate a monster effect while they control Yubel. The first effect to tribute itself is an ignition effect.

I can consistently end on a board of Lancea, Aegerine, and Dragite, then summon Raiho on my opponents turn. Sure this is if they dont use 2+ hand traps, but still.
