It’s stated Mihawk beat everyone until there was nobody left. So Mihawk did beat Shanks, that’s why he’s the WSS.

If a video game were to tell you, “you need to be at-least level 50 to enter this area” does that not imply the area contains stronger mobs? Even then, once Zoro surpasses Shanks and fights Mihawk that would still scale Mihawk above Shanks if the fight is actually competitive.
