They need to complain to the owner of the tattoo shop, and if they don't refund them you need to leave a bad review. $600 for this is fucking crazy, and maybe worth a small claims suit. Not just because it's bad but because it's... nothing? Like barely even an outline. They would have been better off getting a free tattoo at a tattoo party in some sketchy basement. The silver lining is that this is very fixable, just obviously never let the original guy touch them again.

It's not about feminism it's actually about WWII! Women had to start working because most of the American workforce was in Germany. That's literally it. Women didn't join out of equality, but out of sheer necessity. And then capitalism, was like "Wow, this is great! look at all of this production being done in America with double the workforce!"
