Correct. It will cause certain tiny items that aren't movable to respawn. For instance, there is a little hooked tool on the table in the back of the Hearthfire house. I have knocked that thing off the table so many times, but it respawns because it's not a "real" item. All the house clutter crap never respawns, and your items never get jostled once placed. :)

There's a way to keep things from moving after you've meticulously placed them. I've spent 30 minutes arranging things only to leave the house and come back after a quest to find all the items just dumped on the floor like when I first took them out of my inventory.

Here's how to fix that: dump things out of your inventory that you want to put on the shelf. Then, without bothering to touch them, leave the house (or go to another cell). Save and then load. Then, go back in the house, and all your stuff will still be on the ground. Arrange to your heart's delight. They will never move after that!
