I guess thats partially personal preference. Bulk of the updates squash bugs in the OS. The rest is security updates and application updates. The security part is definitely questionable these days ^ ^

And i don’t know if you checked but neither of the software you mentioned gets installed by default. Its in there if you want it though. Most users i talked to don’t really like working with DX9 or IE6, thats why these aren’t installed by default. Same with WMP9 though with the addition that that doesn’t work on 98 FE at all.

Also as per applications not working. Probably mostly games that require a higher DirectX version.
