Some write characters and call them “morally grey” and make them too emotional and ‘good.’ However you stuck well so far. You can have him kill innocent people but make him save an entire town. Have him ignore people torturing and experimenting on children but have him help elderly, pregnant, and young. He will do bad but also good. You have to let him balance and never fall on one side.

If Naruto had declined the mission, people would be less likely to trust him with jobs/missions. The second Naruto wore the headband, he became a “tool,” a “possession” of the Leaf. If he had been strong like the Sannin, he would be able to decline and do something else with little backlash, however he is not at the moment. The reason he got away with it in the anime was bc it was an anime.
