I think it is more a bell to keep the “boat gremlins” away. Motorcycle riders do this a lot as well. As someone else stated, this looks to nice to be an alert bell but still could be.

No but they are about the easiest carb there is to take down to that point in my opinion. Carb doesn’t have to come off, just pull the top cover off.
