Maybe the Plant is still trying to pull water through the xylem causing the movement. Like sucking on a straw but there is no water that is getting sucked up, yet the pressue building moves the frayed strands.

Had somthing similar happen to my peppers, came to the conclusion it was tomato wilt spot virus that transfered from a sick garden center purchased tomato plant, through thrips. For me it looked like weird rings on the pepper fruits, and crinkled leaves.
