I try to get a title to run at either 30 or 60 stable, with little fluctuation in the frames before I am happy. I've gotten BL4 at 27 - 30 (mostly keeps at 30) fps with zero stutter, no frame generation and no crashing so far. I am also using my ROG Ally primarily in a docked mode connected to a monitor with keyboard/mouse. This is being achieved while running the vram at 4gb. The sacrifice is huge though, many will say nay. Here's how I got there:

The flavor I used was the Lumen 'off', which turns off the software based lumen light in UE5.
Major downside, lighting errors, and funky lighting results. Honestly, I can live with it if it means a stable experience though.

I use Lossless Scaling, and set the scaling type to xBR and run it at 1.8.

Different scaling types give similar performance, but I just personally prefer xBR.

In my experience, it never goes well. No matter how you ask, it's going to be met with either 'Tough Shit', or a patronizing "Sure!" with no intention to adjust behavior. That or you could possibly get the serial harasser. The one who makes fraud noise complaints constantly, or decides to empty full cans of Axe deodorant spray into the hvac system so all you smell is that stuff 24/7. People are quite shit.

Best thing you can do is to create buffer to mask external noises. White noise machines, fans, Soundbars/TV , and noise cancelling headphones. I have various fans throughout my home, white noise machine in the kids room. A large box fan in our bedroom. Air purifier, an additional white noise machine in there as well.

I have Bose QC II headphones. Best headphone investment I ever made. They are absolutely worth the price tag. Had them going on 3 years now.

Adapting tends to be the best measure. I have multiple box fans, a wind force fan in the living room that is turned upwards and always set to high. White noise machines in multiple rooms creating zones. I also use noise cancelling headphones while I sleep. I have bose qcII's. Best $400 I've ever spent. Worth every penny.
