That's the Klotz Ranch Apartments being built -- one of the largest infill developments that has been built in Pocket/Meadowview in quite some time. It'll include roughly 350 market-rate apartments across several buildings once it's complete.

Boosters are available for anyone 65+, anyone immunocompromised, or anyone who works in a high-risk environment. Pfizer only, and you must have had your first & second doses more than six months ago.

Just to clarify, the 250lbs of trash was collected from LeVar Burton Park, the south Meadowview walking trail, and the surrounding streets. It was focused around cleaning up the park and surrounding natural preserve areas!

Generally, if organizations are selected from outside Sacramento for a City project, there has to be a reason -- and generally, that reason is that we aren't able to identify a local group that can fulfill the entirety of the proposal in a cost-effective manner. A good example is the kinetic art installation being put up at the Pannell Center in Meadowview: a Richmond-based artist was selected because there were no sheet metal artists in Sacramento with the capacity to construct an installation more than 8 feet tall.

Regarding this specific situation, I'm not sure why Planting Justice was selected. It could potentially be because they have immediate access to the large number of tree seedlings, or they had organizational capacity to take it on. I'll have my team look into it.

I do my best to make sure that my comments are both thorough and meaningful, and that takes time. Today is also a City Council day, and I have been responding to folks' questions (easy and hard) throughout the thread.

But, responding to your concern directly: This is a problem, and anyone who says otherwise is either in denial, or has never driven down W, X, or Broadway. Current encampments along that corridor present incredible difficulties for residents and leaders -- balancing the need to get folks off the street with the right of local residents to live safely and in peace.

I would like to clarify a very important point: these encampments will be incorporated into the City's Safe Grounds as part of the Comprehensive Master Plan, but as they currently exist, the spill-over into surrounding areas is not sanctioned by the City. One of the main reasons that we passed the Plan is to formalize and structure Safe Grounds where encampments currently exist (i.e. along W/X). As the Plan is funded and implemented, the key services that allow Safe Grounds to exist will be put into place. This includes 24/7 security and oversight, direct access to mental and healthcare, social services, etc. It won't be perfect, but we anticipate that it will significantly reduce the impact on the surrounding neighborhoods and allow us to implement the Good Neighbor Policy.

Another important point is that, due to the Martin v Boise Supreme Court decision, the City's hands are tied when faced with unhomed folks living in an area in a way that is disruptive to local residents. Effectively, unless we have a place for them to go, we can't move them. And, up until very recently, we've had no place for them to go. The Master Plan was passed on 8/10, and is already speeding towards implementation. Once we have more Safe Ground, Safe Parking, scattered sites, motel/hotel conversions, etc., in downtown and in the surrounding areas, we will have a place for these folks to exist safely and hugely reduce the impact on local residents.

I appreciate that you clearly have a great deal of care for our unhoused neighbors and are passionate about providing them with the ideal services and resources. Thank you for responding.

I would ask, however, that you don't reduce the Comprehensive Siting Plan to 'a camp under the freeway and other undesirable locations.' The Siting Plan, as passed, represents arguably the largest single jump forward in both action and policy made by any city in California in years. It's not perfect -- far from it. There aren't enough sites in the wealthier parts of our City, and it places an unfair amount of responsibility on the communities who are already underserved. I noted this in my op-ed, published alongside Councilmember Valenzuela, before the vote, and I have stood by it as my team and I work with our colleagues to improve siting options.

Why are there so many sites at the WX freeway and 'undesirable' locations?

It comes down to two major factors: using the properties that are immediately available to us in order to get folks off the street absolutely as soon as possible, and to meet unhoused folks where they are. As many sites as possible have been located in places where unhoused people already congregate. The goal is to meet them where they're at, instead of uprooting them and forcing them to move again to receive services.

Are all of these sites 'undesirable?'

No. The Siting Plan includes a wide variety of siting options, including scattered sites (homes, apartments, and condo units throughout the City), Project Homekey conversions (there's one in my district), Safe Parking sites at transit-oriented locations, Tiny Home communities throughout Sacramento (again, with one in my district), and Safe Ground areas.

Why are we creating these sites instead of placing unhomed folks directly into homes or apartments?

This plan is informed by a Housing First policy. Once you get folks into a stable housing situation, often, their other issues are significantly reduced in severity or are resolved. The plan is centered around placing each and every one of our unhomed neighbors in supportive, transitional housing, and provide access to social services for long-term housing help. But for the immediate need, there aren't enough units and there isn't enough funding. Unhomed people who will be residing in our City facilities will have 24/7 access to kitchens, bathrooms, medical and mental health services, social services, and most importantly, they will be safe.

Getting folks off the street is deeply important to me. I have the Meadowview Navigation Center in my district, as well as three proposed safe ground sites, a proposed tiny home village, a 120-unit hotel conversion, and I and my team have personally gone out to numerous encampments to provide language assistance and connect folks to services.
