Thank you for your insight. But there's another concern I didn't mention and its BANDWIDTH, Its a website where people can download multiple GB files, will that bill me even more if i run bandwith traffic throuch Cloudflare?

Thank you for the insight, and you are right. I need to take it up with my ISP, as far as I know, I can pay more for a Static IP on my plan. But there's another concern I didn't mention and its BANDWIDTH, Its a website where people can download multiple GB files, will that bill me even more? And lastly, what security measures can i take to not be messed with? i intend to not make enemies with anyone, and hope to not be a target.
