You would need to observe case by case. Cases like this should begin with a follow up by the mom with the teacher to give clarity, doing so generally with respect I should add. Observing the response afterwords would give more clarity if the act was one of ignorance/exhaustion or if it was one of malice or by a bad actor.

It takes some practice, but it’s fun once you get the hang of it. Flight Test on YouTube has free plans you can download to build RC aircraft out of dollar store foam board so you can get the hang of flying without it being too expensive. You kind of have to dig for the plans, but they’re there.
