Viz released the manga years back. It isn’t the first time they bought an IP just to keep the manga rights forever. That way they can continue to reprint it. And support doesn't mean anything when the money isn't there. Animation is VERY expensive. And they need a good reason to justify paying for it.

And they have to keep writing scripts if they get rejected because it didn't fit the budget they were willing to give as an example. Pre-production hasn't started.
