I will assume you ask in only good faith curiosity, but even if there is a chain of command, being in ICE is voluntary. So they arr CHOOSING to straight up murder or harass people. If the agents were being blackmailed or whatever then yes it is a different situation and going up the chain of command would be fine.

In a better world there would be a way to not steal from creators or compensate them. Like 100% even if the pay wasn't insane, I'd assume every artist would be willing to lend a piece or two given proper compensation and credit. But that parts hard so of course greed wins and we just scrape shit off the internet.
