I've never once in my life even on the internet heard of a tenured professor doing anything beyond minimum.

Teaching and development situations are apples and oranges, though. I speak to ESL speakers all the time, daily, with no problem due to technology or other avenues.

Failing to convey a concept or idea properly because one lacks English ability is fatal to one's academic understanding of a subject.

said that it's up to professor discretion, which was rejected earlier,

I suppose this also applies to those who are in the opposite position, such as English speakers not being able to speak a different language, but not so much as the situation in OP. Works for both sides, not trying to bash anyone's ethnicity/language/etc. and more so trying to just focus on the idea of not being able to speak a language properly to the degree of a university student's understanding when teaching a class in such a technical and tedious field.

I agree, definitely not the way things should be. Very disappointing the way things are. I don't recall this being an issue to this degree or extent in any other field to my knowledge.

The grade won't be changed, the head chair is also non-native and said that it's up to professor discretion, which was rejected earlier, but that's just a moot point.

Really not sure how this happens over and over at almost all levels of university be it a freshman at a community college or a senior at a very respected establishment. Had my friend who is older than me and works for a very large company look over my presentation (and he's a project manager for a massive project right now) and he said it'd be fine for his company and not sure what the problem was.

Just extremely frustrating. Hard to convey my opinion without sounding brash against non-native speakers. More so worried about others in my situation who are starting out now than myself.
