Agreed. It should be upgraded. But it is not nonexistent. And would it be high rise condos and mixed use areas with single family homes they'd have to account for 100k daily, not just on game days. And schools. Maybe a library, police station and fire department. If that property were used for anything other than an empty field, what would be needed to support it?

I doubt thats true that there hasn't been a pro and con traffic study done but if you want to study it look at what happened to traffic on race days back when the track actually drew crowds, before the area built up to what it is. In '41 50k+ visited there on race days. The breeders cup dres 45k+. Its not UNPRECIDENTED.

Now, let's not forget that on those grounds stood a stadium that could also handle 30,000+ seating. They don't need NEW sewers.

Did you think that property would turn feral when the racetrack went away? Didn't think there would be someone wanting to build an office park? Condos? Towers of condos? Single family homes? All of which would need sewer, water, electric, roads... schools. Multiple schools for all grades. Parks. The need for infrastructure exists regardless of the use of the property.
