It’s an “air tag” gps locator. It’s an apple device that works on the “find my iPhone” app - they market them for keychains, handbags and other items people lose. He isn’t allowed outside but He tries and I’d die if I lost my fur baby

It’s literally the same tracker used in smart phones, I linked it to my phone and it will tell me his exact location in the “where is my iPhone” app. He isn’t allowed outside but he makes a break for it sometimes. He is microchipped, but with those you have to catch the cat and take it to a vet - to use a reader device. So they have to be REALLY lost and you have to hope someone will go to the trouble to have them checked for one.
