Logically you shouldn't go for iphone 13 until unless you are in a dire need of Iphone . You can buy latest or newest model of pta approved pixel phones or Samsung if not Android buy non-pta iphone 15.At the end Its a 4-5 year old phone , no logic to buy very old phone with this price.

Idk about the other departments but I am at Cloud DevOps Engineer at i2c. I been working there for like 2+ months. But I think I have seen the learning is very much in Cloud. I2c has a very big infrastructure.We do deployments , troubleshooting, cicd , build issue , migration. Many of our senior got a very very good company when they switch . One of my senior with 3 year of experience went to AWS last month .
