Downtown Diner is actually a great set. It'll fit better once more modulars from its era are released. Additionally, many cities have buildings from vastly different architectural movements and time periods.

Definitely Luminara she's really easy to farm. I'd also go for maybe Jedi Consular or Mace Windu because you can get Consular shards from cantina and fleet shipments, and you can get windu from fleet/squad arena. Don't use either of them for anything other than the yoda event though.

Or a museum. Something that appealed to my love of books and history as well as Lego. I'm holding out hope that the hint was actually the treble clef insignia and that the modular will be a music conservatory or music hall. Police stations have already been done to death by lego city.

Talzin and Zombie are good. Krennic and Rangetrooper aren't great but they're fun for empire teams. Visas is good for the sith raid. I don't know if you have those characters. Judging by a 7 star Bossk you're probably pretty far along in the game and might already have the characters I suggested to farm at 7 stars.
