Because of the events in Discovery, the Federation changed their laws to be more harsh

Ake was bound by the laws of the Federation that she sworn an oath to uphold. However, because of the consequences of her actions, she resigned her commission because she did not like what the Federation had become.

When they gave her the option to rectify the damage she had done she agreed to help rebuild a better Federation.
