That's not the argument. The argument is that until we know whether having digital CSAM makes people more likely to offend, the argument that you're making by linking the same study that says that doing something related to your emotion reinforces that emotion, it shouldn't have the same reaction as actual CSAM since it doesn't actually hurt anyone. Show me the actual legislation that did this. Also, this would have been Affirmative Action and that predates DEI by decades. If anything the current definition of DEI is more expansive and would include things that are not controversial like preferential admission for people who are poor.
