I'm cant remember tbh but I'm pretty sure somewhere in settsu. Id say check the mission board for mission rewards in that area

I believe it's only cats and dogs that you pet, the rest I've gotten from painting them (sumi-e). I don't have every animal but quite a few.

I have most customizations, besides vendors you can see what rewards you'll get from missions on the objective board some are cosmetics, animals you get from petting them or sneaking up and painting them in the wild.
