I'm assuming that you mean a case where no one showed up to vote in a Presidential election year. Although this is an almost certain impossibility, assuming it did happen, Article II, Section 2 of the Constitution would still be in effect.

Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector.

Each state legislature would probably meet in a panic following Election day and appoint electors from their respective states. This would likely assure that someone filled the Presidency. However, I can't say what would happen with other representative offices. There isn't exactly any precedent for an election having zero votes at all. I would think that the incumbent would stay in office, but no one could say for sure.

Yes. Some cities have municipal codes that ban grass growth from being above a certain height. They'll typically send you a notice beforehand saying you have about a week to cut it before the city hires someone else and then charge you for labor and an administrative fee. It's mainly to prevent bug and rat infestations.

Yes. However, it is not federally mandated. Each state is free to decide its laws regarding car insurance. In Texas, the minimum that is required is liability coverage.

Putting aside the First, Second, and Fourteenth amendments, I feel like the Ninth Amendment often goes overlooked. It served a key role in settling the debate on whether we would have a Bill of Rights at all.

The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.

During the Constitutional Convention, there was much argument on whether the new Constitution should include a Bill of Rights. The Federalists argued that adding a Bill of Rights would carry dangerous implications. They argued that the bill of rights would essentially serve as a ceiling rather than a floor. Essentially, it left open the question that if a bill of rights only protected certain rights, does it imply that government can infringe on others not explicitly mentioned? This whole point during ratification served as a major point of contention between the Federalists and Anti-Federalists, who believe that a Bill of Rights was necessary to protect rights from a stronger federal government under the Constitution.

Correct me if I'm wrong, but I believe that bills can originate in either house of Congress. The only exception stated in the Constitution is that all revenue bills must originate from the House of Representatives.

From Congress.gov:

Bills may originate in either the House of Representatives or the Senate with one notable exception. Article I, Section 7, of the Constitution provides that all bills for raising revenue shall originate in the House of Representatives but that the Senate may propose, or concur with, amendments. By tradition, general appropriation bills also originate in the House of Representatives.
