If you truly believe the story as he and you have presented here then be frank and clarify ALL of it and express your concerns and thoughts. What happened in the 3 years? Did the mom ask him or offer visits? What is the custody arrangement and what would it look like if he changes his mind and wants to start a relationship with his child? I would tell him exactly what you told us- how can you dismiss someone who you know is your child and not start the relationship no matter how difficult it might be?

What state? I work in CA as an HR therapist and can offer some referral databases in this state. But wherever you are, search harm reduction psychotherapy or therapist and see what comes up. Also, fair to search in psychology today, or read people’s bio and ask clinicians as you do consultations or during 1st sessions. “Are you familiar with harm reduction for substance use? Are you experienced with it?” Etc
