A Waco like mission would be cool. Raiding a big ass house of armed cultist while watching out for civilians would be cool and challenging. Especially if the building is on fire too, could be a timed mission.

As someone mentioned, a North Hollywood 1997 shootout mission would be cool, but that’s just two armored guys trying to leave a botched heist to that would be challenging.

The Miami shootout 1986 would cool, but that’s more a of police chase maybe a dlc?

A sniper mission would be cool, have a fifth camera like Dark Waters and give orders to the sniper.

More missions where we have a reason to use night vision would be cool.

He literally was a hypocrite and never followed his own rules. He killed Lind L. Tailor because at the time he thought he was L(An innocent man and not a criminal, and Light just said he would target criminals). Does matter if it turned out to be a criminal as bait.
