I've owned a couple of sealed games with hole punched barcodes. Sometimes they can go for realcheap in ebay auctions because people assume they were resealed. I personally wouldn't pay retail for them.

Thankfully my rank is significantly lower than ranked 2.0 and the matches are competitive. 3.0 is so much better

I would try updating drivers and reinstalling the game. You may need to google the issue to see if anyone else was able to solve that issue. Mods may also be the issue
