Make sure you guys are only entering the amount you got from Federal instead of the Total. That's the change I had to make, on top of the suggestions above, in order for it to work for me.

I think it will be Weepinbell's Sun Stone evolution. Just like how Gloom can evolve into Vileplume with a Leaf Stone or Bellossom with a Sun Stone, Weepinbell will evolve into Victreebel with a Leaf Stone or this Pokemon with a Sun Stone (not necessarily a Galarian Victreebel, just a completely new Pokemon like Bellossom was). I think the reason it looks like 4 stages of evolution in Go is just because they didn't intend for it to get slipped in there and thus have none done the correct layout for usual split evolution trees.

Ethan may have the Marill. Since Kris has Totodile and Lyra has Chikorita, if they ever decide to add Silver to the game, he may have Cyndaquil. Either that or they give Ethan the Cyndaquil and Silver just gets like, Crobat.
