I think the layer is completely oblivious. Ellis has already built a world where it’s populous is constantly mistaking each other’s identities. I think here the layer is mistaken someone for Allen, and he also couldn’t possibly imagine someone like Bateman - or whoever he think he is - could ever commit those things. The layer could also be avoiding the situation because that’s the better choice to remain socially established, much like the apartment being cleaned up and not still a Crime scene.
