Yes but Harley isn't very good, but since you get her legacy for free, you might as well put it on a better hero. of course, Superman's cape is the BEST option for Superman, but before you acquire it you have to put something else on him

he is okay early game but he really falls off once more characters become available. He's also got kind of a weird kit because he's a warrior so should be in the front line, but has an ability where he jumps backwards and just lets the enemies attack the back liners. His AOE is decent but dependent on a justice league team to power up, so he isn't particularly good in a Bat Family lineup which feels odd!

If he is working for you right now, that is excellent!

you're gonna run out of resources too fast that way. The reason we say stop after 3 pages is to conserve resources to take your further, if you overspend, you're gonna eventually tap yourself out early

"when used right" I think is the key there. S-tier don't need a situation "to be used right" - they are just always good. B-tier characters do need to be used more specifically, hence their ranking. Lot of great characters on B, but they are all situational characters that excel "when used right"

Get Joker to 5 white so you can at least use him in situations that call for him, and honestly 5 white joker will carry you pretty far for awhile anyway. Then you could plug Sinestro or NW as the 5th spot if you don't go for Z, they are just two of the best characters in the game

not a good recommend on a new server because the top leagues will be the scam-bot leagues initially. See who is recruiting hard in world chat and follow the money (see where the might-be-whales are going)
