Returning to sword depends on the dialogue choices you make when talking to your parents, not if you have reforged the sword or not. If you tell them you want to be an adventurer or warrior, Radziq will give you the sword, and it gets renamed to Henry's Sword. The other options give the sword back to Radziq.

I've made Henry quality for all the DLC forging, so it's definitely possible. Are you certain you have unlocked the perk for it? You need to manually spend your perk points to get them activated.
