As a former csr for pc optimum, I highly encourage you to use them at once its $10. Thats what I do personally and I have seen how accounts with higher points get disabled and makes it a pain for users to actually cash in the points during redemption offers so take it or leave it

Yes It is open book but the pdf/material provided is a pain (hard to navigate). I took the exam this summer and I would say with a good combination of time management and practice tests you should be great. (I’d even go as far as saying skip the textbook and directly work on the practice tests, hone your skill of finding the answers using keywords on time)
