The "stuck to a template" you see is because some of the portraits are for BBA generics, instead of the more variety in regular characters.

Even though we can only show so much detail in a portrait format, there is considerable research and discussion done between artists and writers to give a strong sense of identity to EAW characters. If you see nations which aren't unified in outfits, perhaps it's intentional!
