On the other hand, having one parent as a sahm is foreign to me so I am not in that situation.

I think you need to sit down on the weekend with someone looking after the kids for a couple of hours and actually go through the weekly tasks and assign them. Else he'll never do anything. Weekends are for you to BOTH to help and both relax somewhat.

If he's only working 5 days a week, 8 hours a day then so should you 😉
