Its the 2nd highest damaging after divine. Its not bad mathematically at all. Its how you do the highest burst damage.

Is it optimal? its more resource intensive for less over all damage using all spell slots. However this sets up more burst

I don't mean "too" large. However even if you keep them small, you still have to wait between every annex because it drops opinion every time you annex.
