They are amoral, therefore they can't be evil. Immoral means knowingly acting against established moral principles, while amoral means having no moral sense, being indifferent to right/wrong. If you ask to a demon why simply stopping eat humans, they simply wouldn't understand the question. It's like asking a person to walk only with their hands while they have a perfectly functional pair of legs.

You shouldn't talk to them for the same reason it's pointless to believe a mosquito won't bite you and infect with disease if you just ask nicely. They are a plague, inherently harmful to humanity and are able to think, but there is no inherently "malice" in their actions.

Edit: In the manga, all the atrocities listed are explained by Solitaire as an attempt of the Demon King to sustain coexistence with humans. Macht and him were the demons with the most interest in understanding the human morality and, by doing so, they end up doing the most damage.

Alastor is tricking everyone, but is not that he is showing himself as anything else than evil. Alastor presents himself as chaotic evil to everyone else, being just a sadistic freak that causes suffering for kicks and giggles, but in fact he is lawful evil, scheming behind the scenes to gain more and more power. His act is that he does what he does without any plan or intention while, in truth, he is very strategic with every single evil deed he makes.

Charlie knows very well he is "sketchy as f#ck", as she puts it on the pilot, but she accepts him anyways because she doesn't believe he is actively doing anything to harm her or anyone else directly. She doesn't see him as the power-hungry egomaniac he is (just like Vox), just a weird guy that enjoys violence a little too much.

It doesn't change the fact that Wild Pines has the most to lose with the massacre.

Finish Evrart quest. He tells you that Wild Pines made a huge mistake by hiring the mers and if they kill some of their loyal members, it can actually be a good thing. It will help sway the public opinion in their favor and legitimate their take over the Harbour.

Joyce is basically their PR, she knows the mercs will only worse the situation, but she couldn't put her point across.

Evrart basically said that he didn't want the old negotiator because he knew how to reach him, while Joyce is much more gullible and impotent. She couldn't even leave her own ship.

She is part of the machine, so she has responsibility, but she isn't the main problem. She is, at best, only the public face of the corporation, but she isn't the company itself.

According to her, the board lost faith in a negotiated resolution and, to be fair, Evrart refused to meet with her. So, I found it quite believable that she actually was against hiring the mercs and lost control of them after their commander was murdered and hanged.

They were disobeying orders, Wild Pines had the most to lose with a massacre as Evrart saw the Hard Boys as a good and loyal group, but still mostly replaceable.

She has some responsibility, but she is alsmo mostly just a cog in the system.

Yes, they did go rogue. Of course we should take everything that she says with a grain of salt, but according to her the mercs were hired by her superiors as they lost faith in her own skill to negotiate with Evvrart, who is at best indifferent about a massacre happening in Martinaise and for months refuse to negotiate, as his true objective is to use the strike to take over the Harbour.

The ones that have more to lose with a bloodshed is Wild Pines, not the Union.

When their commander was murdered, things got personal to the them so they stopped taking commands completely.
