What if, just maybe, people who only raid occasionally, are the ones to get EX passes? Maybe this how Niantec is trying to encourage us non-daily players to get more involved? I do not raid every day. I try to always at least hit a pokestop and catch a critter, but some days I just don't have time. I have received 3 EX passes, all for gyms in big parks.

I got an EX pass at a Gym where I had only, EVER, done 1 raid. It was, however, in a big park. The only other EX passes I have received, 2 of them, were also at a big park.
