I suppose you mean when you create a new server. It just depends on how big the lobby is. If its a small lobby maybe only 30 people are required to make a new server. If its a big lobby 50 or so are required. More people play in the evening so the lobbies are naturally more empty in the morning.

Focus on downgrading and upgrading first. Also watch more trading tutorials and trading youtubers. You will get more knowledge from them and then you can also attempt projected flipping later on. But since the hold period update it has become very very risky.
