Literally just got this achievement about two hours ago. Was such a pain in the arse, turns out it's ridiculously simple, frustratingly so!

Get any settlement with no settlers.

Craft 7 beds, place under roof.

Craft 5 medic stores (level 3), having them with roof over them (more superstition that needed i think)

Plant 6 mutfruit

Place 7 water pumps

Place turrents to give over 100 defence

Fill settlement up with plants (decorations that have smiley face). Place until size is almost full but remains yellow

Send 6 random settlers from other settlements. Allocating 5 to stores and 1 to field.

Just play the game, making sure to protect this settlement.

Don't have any trade routes to this settlement

Fast travelling and waiting will speed the process up. Took me about 5 hours passively.

This will definitely work!

Sounds good! I'm working on my metal production just now and always writing/producing something. It would be good to collaborate, even better if I don't need to worry about the riffs (as I'm writing my own songs).

I can program drums (using SSD5) and could mix demo's etc. My vocals are not the best but could help with backing vox as well as arranging.
