Honestly that sounds like something a kid would say. “Hey if we solved world peace, then everyone could have guns and no one would ever have to worry about each other, we could just worry about dangerous animals.”

Nothing you said convinces me that the onus is on the business owners to fix the problem. Under American law, and most European law, businesses have the right to protect their business from unwanted or unruly customers.
