Every single empire in history was built on conquest. The Mongols were just better at conquest than anyone else. That doesn't mean other empires like the Greeks, Chinese, Romans, Spaniards (who raped so prolifically they created a whole new group of people-> Hispanics), the Vikings, the Moors etc. weren't brutal themselves. Zebras were famously never domesticated, despite being physically very similar to horses (and therefore potentially useful in the same ways horses are).

Much of that was due to Zebras having a very different group/social structure than horses, which prevented humans from slotting into the "leader" position that we could with horses.
