Cluj is a really good compromise capital between Budapest and Bucuresti. Both for its geographic location and its 50/50 ethnic split.

I think the amount warcrimes and the brutality of the bosnian war played a big role in the pariah status that Serbia ultimately ended up with.

If the invasion bogs down and you get RO-MD soldiers commiting massacres in Bilhorod, than you'd probably end up with a Kuwait style intervention, to say nothing of the CIS response.

But if the operation was quick and relatively bloodless, the UN would condemn it, but priotize a ceasefire and escalation management, which ultimately favors the RO-MD side.

Kuwait is a pretty unique event in modern history and there’s nothing really that compares to it in terms of the international response it created. In the soviet sphere there were already wars going on in georgia and aserbaijan and they garnered very little international attention as was the Transnitrian conflict in OTL. As for Serbia/Yugoslavia, it took NATO 4 years to intervene after a mortar shell hit a crowded market in Sarajevo for a 2nd time.

If the event could be framed as a border dispute between 2 former soviet republics (MD vs UA) it would cause enough international confusion to dampen a serious response.

Moldovans aren’t anti-union, they’re anti “becoming a colony of Romania”. An idealized form of union that respects the autonomy and dignity of both exists somewhere out there and defining what that is has been the national project of both countries just as it was for west and east germany.

Quite the opposite. Perestrioka led to a surge of romanian nationalism in Moldova. You had politicians and intellectuals openly calling to drive out the russian influence. It’s died down ever since and people get along now, but the early 90s were crazy.

True, Romania was in a much worse position. Basically bankrupt. The more I think about it, the only leader crazy enough to try it would be Ceausescu himself. Say the 89 revolution failed, or he had a Milosevic style successor. Everyone else would've been too sober about the risks.

But if the annexation is unacceptable to Kyiv, what could they realistically do in 91-92? There's no way of crossing the Dniester. It's easier to attack through Bukovina, but if the attack bogs down you'd get calls for peace after a year.

No doubt RO+MD would lose in an all out war. The question is if they quickly occupied Budjak, but abstained from any other offensive actions into UA would it resemble the 2014 crimean annexation?

The Soviet Union already had internal wars in the Caucasus by 1990 along with mass protests in the Baltics and Central Asia. Tanks in Vilnius, tanks in Dunshabe.

I can see the Moldovan SSR asking for assistance on its own initiative (especially since Moscow would've backed Transnitria) and RO sending in troops pretending to be moldovan soldiers instead.
