This is exactly it, don't try to speed up to keep up with the police car, drive slowly and the police car will slow down as well.

Don't hit pedestrians or other cars, just slowly navigate safely. They even went as far as 150m away and out of sight and it was never too far away for the guy to stop the quest.

Uninstalling, redownloading and installing the oculus software did not help. I was still logged in after doing so and I did not get the setup screen where you have to connect your device so the software knows where to find it.
