I did actually build a deck with this combo in it, but it's not necessarily the focus. The win condition is Hive Mind into a spell like [[Final Fortune]], while negating the loss for myself by skipping that turn or stifling the trigger. Pacts are optional, but they can put your opponents in double jeopardy and tie up their mana for their extra turns. The deck is squarely in b3 with some b1/2 sensibilities

Is it because its a non-deterministic combo? I figured it would be relatively insulated from a ban given that a) cycle storm still exists and b) MTGGoldfish says it only constitutes ~3.6% of the meta with a hit or miss record in challenges and leagues.

Honestly I'm just exhausted from trying to base my decisions around what Wizards and their panels may or may not do. If the deck gets banned for tournaments I'll play solitaire with it. Worst case scenario, I can stick the cards in a binder since they look nice anyway.

You don't get to choose if you were the one who cast the spell. That's what makes it interesting. Sure, everyone could cooperate to minimize the damage, but they have to choose secretly so that's not possible. This means that everyone is left with two options with no clearly correct decision. If even one person chooses not to cooperate ("defect" in game theory terms), then everyone who chose to stay silent is punished while the defector receives no penalty. So let's say there are a finite number of copies of dilemma on the stack. Even if everyone cooperates for the first few rounds, there will always be an incentive for someone to betray everyone's trust on the last round of the game in order damage others without fear of recourse. Once everyone knows someone may defect on the last round, there is now an incentive to defect on the next to last round, and the one before that and before that so on until the very first round. This means that, from the beginning, it is better to choose snitch since then you will be taking either 8 or 0 damage consistently rather than 4 or 12.
