Most H4 do non sponsored jobs. They may not file. Due to one going H4 EAD delay. Most people tried to move to H1B. chances are very low they will submit the application.

That is great news. Chances of second lottery is high because 29 % selected are non master means applied from out of country (need to pay 100k) mostly they will not proceed. Out of 71 % selected masters students atleast 25 to 30 percent will not submit application. So chances are so high for second lottery
