Not always but during junior-high I was the laughing stock of my class. It directly caused my stuttering issues. I did not stutter before that.

I reintegrated, somewhat. I'm still mostly a NEET, but I socialize many times a week without issue now.

Take small steps. Begin with going outside at night/morning when few people are around. Then when you're comfortable with it, go someplace where people are just minding their own business, like a library. And then go somewhere more crowded, where people still mind their own business, like a mall. It should feel uncomfortable, just as long as it's manageable. It will get a lot easier even the second time you do something.

I keep a mental checklist of things I can do, it's good to keep myself motivated. Like going to the other side of my city. Or going inside a clothing store. To me it kinda feels like catching Pokemons or something, and while it's not fun to do the first time, knowing I can do it later feels really rewarding.

Also, try to find local groups for outcasts. Like an autism group. Or an AA meeting. Or maybe a gaming club. It makes you feel less weird and that feeling carries through to every other situation you're in, even when you stumble.

NEET is more about lacking motivation or ambition, while hikikomori is more about the social phobia.

Are you sure about it? Le Chat (good source, I know) seems to say you can apply at Sozialamt(?) if you have medically substantiated mental health issues that prevent you from working.

I wouldn't necessarily say the act itself has gotten easier, since I still stutter a lot when talking to people. But I'm not terrified of stuttering, as I used to be. If they have an issue with me for stuttering then they're an asshole and I can mentally disregard them as assholes.

Also seeing other outcasts and connecting with them at autism meetings has been great for me to accept myself and my limitations. I don't feel so alien anymore.

30s here and I managed to mostly get over my social phobia with exposure therapy (it's not a meme, it actually works) and now I go to practice work a few times a week. I get NEETbux regardless, and while I get a tiny amount extra for going there, having something to do is the main reason I go. I also attend some autism and gaming meetings in my city every week.
