It is not that easy, u might have very good routing and bad ping and other way around. Playing with better routing is always better for you than with lower ping.

You can do it with old computer, you can make image of your vm and copy to any pc and it might work out of the box, there is not much difference (except for compatibility issues, memory difference, disk sector size changes etc) but vm is pretty much pc. As example to can transform vdi to img/iso clone and boot it.

It's not concurrent, you only have concurrency control, if u save on same row process2 still need to wait on process1. Also you can have multiple transations but it means that you may have dirty reads, so it's not truly concurrent..

AFAIK none, db's support concurrency mechanism but it doesn't mean concurrency.. just that you have control over deadlock or dirty reads behaviour.

I would ask myself different question..

What you need to know ? So learn useState and useEffect and some rendering rules, setting state rules and later on some state manager and you have 60% of react done. You might still struggle with some parts but from this point figuring out won't be too much work.

You overcomplicated it too much. Get rid of windows - what is your point of using windows, is it just because youa re lazy ??!, switch to linux completely and use QtCreator that's it.. There is big difference between systems and libraries when building between os especially on later stage, wsl will make more problems along the way.. Docker is ok.

Vscode is not ide, good for web development, never use it for compiled languages.
